江湖关系变化对长江流域水旱灾害防御的影响及对策

Changes of relationship between rivers and lakes and its impact on flood and drought prevention in the Yangtze River Basin and measure study

长期以来,长江与洞庭湖、鄱阳湖之间的江湖关系持续演变。在阐述江湖关系变化过程及其演变趋势的基础上,系统分析了江湖关系变化对长江流域洪水防御和水资源保障的影响,以“水旱兼治,江湖两利”为目标,提出构建和谐江湖关系、完善两湖洪水防御体系、提高两湖水资源保障能力的对策思路,为长江流域经济社会高质量发展提供坚实的水安全保障。

The relationship among the Yangtze River, Dongting lake and Poyang lake has experienced a continuous evolution over a period of time. Based on review of change process and trend of relationship among rivers and lakes, a systematic analysis has been made on its impact on flood prevention and water resources guarantee. Measures are proposed to build a harmonious relationship among rivers and lakes, improve flood prevention and capability of safeguarding water resources of the two lakes, under the target of “handling both flood and drought and making beneficial exploration of both river and lake”, so as ensure water security for high-quality social-economic development of the basin.
