极端天气灾害下城市防洪排涝整体解决方案探讨——以郑州市为例

Overall solution for urban flood control and drainage under extreme rainfall and flood——taking Zhengzhou as an example

2021年7月17—23日,郑州市遭遇历史罕见特大暴雨,发生严重洪涝灾害,特别是7月20日郑州市遭受重大人员伤亡和财产损失,暴露出城市防洪排涝体系建设方面还存在弱项短板。为全面贯彻落实习近平总书记关于防汛救灾工作的重要指示以及李克强总理灾后恢复重建专题会议精神,提升城市安全水平,结合城市防洪排涝体制机制方面改革的需求,探讨提出城市洪涝防治的整体解决方案,为系统提升城市洪涝防御能力和韧性提供新思路。

From July 17 th to 23 th, 2021, Zhengzhou was hit by devastating rainstorms which resulted in serious floods. Especially on July 20 th, the city suffered heavy casualties and property losses, which exposed weaknesses and short boards in urban flood control and drainage system. In order to fully implement instructions of President Xi Jinping and Premier Li Keqiang, it is necessary to further enhance the level of security of the city.Overall solutions for urban flood control are discussed, considering the needs of reform of urban flood control and drainage system and mechanism, so as to provide new ideas for improving capabilities systematically and building on resilience.
