供给侧改革视域下老年教育发展路径研究---以四川省为例

A Study on the Development Path of Education for the Elderly from the Perspective of Supply-side Reform--Taking Sichuan Province as An Example

老年教育是我国教育事业和老龄事业的重要组成部分,也是老年群体权益保障的重要内容。我国人口老龄化加剧,老年教育持续发展,但对于老年教育的理解仍然存在一定的偏差,呈现出重福利取向,轻教育理念;重权益保障,轻能力开发的问题。特别是在社会经济快速发展、人民生活水平显著提高的背景下,老年教育需求快速增长,供需失准,供给结构失衡。基于此,以四川省为例,基于供给侧改革视域全面分析了当前老年教育的问题:办学主体多元化,但权责模糊,效能不高;政策机制基本健全,但执行受阻,力度不强;资源投入持续增长,但配置不均,地域差距明显;从业人员数量较多,但结构不佳,专业师资缺乏。据此提出老年教育的发展路径:强化政策供给,顶层设计明晰方向,构建老年教育权益保障体系;强化机制供给,健全老年教育管理机制,构建科学的管理服务体系;优化资源供给,合理配置老年教育资源,加强社会资源协同联动;重视人员供给,有效提升从业人员素养,提供优质人力资源保障。

Elderly education is an important part of China's educational and aging undertaking,and it is also an important content of the protection of the rights and interests of the elderly.With the aggravation of China's aging population and the sustainable development of elderly education,there are still some deviations in the understanding of elderly education,showing the concept of emphasizing welfare orientation and neglecting education;with more attention paid to the protection of rights and interests than capacity development.Especially under the background of rapid socio-economic development and significant improvement of people's living standards,the demand for education for the elderly is growing rapidly,the supply and demand is misaligned,and the supply structure is unbalanced.Based on this,taking Sichuan Province as an example and from the perspective of supply-side reform,this paper comprehensively analyzes the problems of current elderly education:diversified school running entities,but vague rights and responsibilities and low efficiency;the policy mechanism is basically sound,but the implementation is blocked and the efforts are inadequate;resource input continues to grow,but the allocation is uneven and the regional gap is obvious;the number of employees is large,but the structure is poor and there is a lack of professional teachers.Based on this,this paper puts forward the development path of elderly education:strengthen policy supply,clarifying the direction of top-level design,and establish the protection system of the education rights and interests of the elderly;strengthen the supply mechanism,improve the management mechanism of elderly education,and build a science-based management service system;optimize the supply of resources,rationally allocate educational resources for the elderly,and strengthen the coordination and linkage of social resources;pay attention to personnel supply,improve the quality of employees and provide high-quality human resources guarantee.
