摘要
基本公共服务中的“基本”体现为覆盖人群广、保障范围全、满足迫切需求以及人人都享有。公共服务中公共价值的演变历程显示,基本公共服务中公共价值的核心内容为公众基本需求,维护公共价值要以公共财政为基础以治理主体作保障。但是基本公共服务具有动态性特征,其范围的变化从公共财政、治理主体、公众基本需求三方面必将影响公共价值。
This paperieves that the"basic"in basic public services is embodied in covering a wide range of people,full coverage,meeting urgent needs,and enjoying everyone.Then,the evolution of public value in public services reviewed and believed that the core content of public value in basic public services is the basic needs of the public.The maintenance of public value requires public finance as the foundation and governance body as the guarantee.However,basic public services have dynamic characteristics,and changes in their scope will inevitably affect public value from three aspects of public finance,governance subject and public basic needs.Therefore,this paper analyzes the impact of changes in the scope of basic public services on public value from three aspects:public finance,governance bodies,and basic public needs.
