现阶段,由于国家产业结构的调整,中国的产业集聚效果也日渐明显,在不同地方都形成了工业园。因为生产特点,工业园会产生很大的环境问题,为改变这一现状,逐步摸索出一套新型的环境保护工作模式,即环境管家服务模式。通过该模式,工业园内的环境保护工作可以交由专业的第三方组织,从而有效减少了企业与地方政府部门的环境保护成本,有效推动企业可持续发展目标的达成。基于此,本研究从工业园内环境管家服务模式的背景及意义入手,探讨了开展环保管家服务具有提高园区环境质量、提升环保管理效果等作用。重点分析了工业园环保管家服务模式建设存在的基础设施建设不完善、对国家法规政策更新不及时以及人力资源缺乏等问题,提出了加强宣传扶持力度、细化相关政策辅导、完善相应的工作体系、及时公开相关信息等措施,提升工业园环保管家模式的建设水平,有助于企业充分发挥这种服务模式的优越性。

At this stage, due to the adjustment of national industrial structure, China’s industrial agglomeration effect is becoming more and more obvious, and industrial parks have been formed in different places. Because of the production characteristics, the industrial park will have great environmental problems. In order to change this situation, we have gradually explored a new working mode of environmental protection, that is, the environmental housekeeper service mode. Through this model, the environmental protection work in the industrial park can be handed over to a professional third-party organization,which effectively reduces the environmental protection cost between enterprises and local government departments and effectively promotes the achievement of the sustainable development goal of enterprises.Based on this, starting from the background and significance of the environmental housekeeper service mode in the industrial park, this paper discusses the role of environmental housekeeper service in improving the environmental quality and environmental management effect of the park. This paper focuses on the problems existing in the construction of the environmental housekeeper service mode of the industrial park, such as imperfect infrastructure construction, untimely updating of national laws and regulations and policies, and lack of human resources. It puts forward some methods to improve the construction level of the environmental housekeeper mode of the industrial park by strengthening publicity and support, refining relevant policy guidance, improving the corresponding working system and timely disclosing relevant information, It will help enterprises give full play to the advantages of this service model.
