粤港澳大湾区跨境区域协调:“有孔边界”下的政策实践回顾与展望

Policy Analysis of Cross-border Regional Coordination in the Guangdong-Hong Kong-Macao Greater Bay Area With the“Permeable Boundaries”Theory

粤港澳大湾区建设离不开跨境区域协调政策的有效制定和实施。从(大)珠三角到粤港澳大湾区,跨境区域协调政策体系日益复杂,因此有必要对协调政策进行梳理,总结实施经验,以更有效地推进粤港澳大湾区建设。本文基于“有孔边界”理论重新审视粤港澳大湾区跨境区域协调政策及其实践,将粤港澳大湾区跨境区域协调政策分为分配政策、规制政策、再分配政策和构成性政策四类进行分类梳理,在此基础上通过对既有跨境区域协调政策文本的分析,探讨不同类型政策实践的关系及其执行机制和效果,并基于研究对粤港澳大湾区跨境区域协调政策进行重新审视。本文认为,“有孔边界”是粤港澳大湾区跨境区域协调政策的基础,跨境区域协调政策的多尺度、所涉多元主体关系的复杂性均可以通过“有孔边界”理论得到阐释。未来在粤港澳大湾区的建设过程中,要进一步加强基于“有孔边界”的跨境区域协调政策设计,推动粤港澳大湾区跨境区域合作更高效地开展。

The construction of the Guangdong-Hong Kong-Macao Greater Bay Area is inseparable from the effective formulation and implementation of cross-border regional coordination policies.From the Pearl River Delta to the Greater Bay Area,the cross-border regional coordination policy system becomes increasingly complex.Therefore,it is necessary to sort out the coordination policies and summarize the implementation experience to make the construction of the Greater Bay Area more effectively.Based on the“permeable boundaries”theory,this paper re-examines the cross-border regional coordination policies and their implementation practices in the Greater Bay Area,and classifies them into regulation policies,distribution policies,redistribution policies and constructive policies.Through text analysis of regional policies,this paper discusses the basic areas of different types of policy practice,the relationship between field,power structure and its implementation mechanism and effect,and review cross-border regional coordination policies of the Greater Bay Area.This paper holds that the basis,multiple scale and complexity of the multi-subject relations involved in the cross-border regional coordination policies of the Greater Bay Area can all be explained by the“permeable boundaries”theory.When building the Greater Bay Area,it is necessary to further strengthen cross-border regional coordination policy designs based on the“permeable boundaries”and make its implementation more efficient.
