粤港澳大湾区建设世界级产业集群与提升全球价值链能级研究

Research on the Construction of a World-class Industrial Cluster and the Upgrading of the Global Value Chain in the Guangdong-Hong Kong-Macao Greater Bay Area

以国内大循环为主体、国内国际双循环相互促进的新发展格局是着眼于我国长远发展和长治久安做出的重大战略部署。作为我国市场化、国际化水平最高的区域之一,粤港澳大湾区承载着建成国际一流湾区、世界级城市群和世界级产业集群等国家重大战略使命。本文立足产业布局、城市协同、科技创新、要素流动、机制对接和流通体系六大方面,识别和研判粤港澳大湾区建设世界级产业集群和提升全球价值链能级的现状和问题,由此提出畅通产业循环、强化区域协同、激活创新生态、畅通要素流动、推动机制对接和增强联通功能等六方面对策,助推粤港澳大湾区打造新发展格局战略枢纽。

The new development paradigm in which the domestic and international dual circulations promote each other with the domestic on as the main focus is a major strategic deployment for China’s long-term development and stability.As one of the regions in China with the highest level of marketization and internationalization,the Guangdong-Hong Kong-Macao Greater Bay Area has comprehensive advantages in terms of worldclass industrial clusters and other major national strategic missions.Based on the six aspects of industrial layout,urban coordination,technological innovation,factor flow,mechanism connection and circulation system,this paper identifies the current situation and problems of building a world-class industrial cluster and upgrading the global value chain in the Greater Bay Area.Countermeasures and suggestions are put forward including smoothing the industrial cycle,strengthening regional coordination,activating the innovation ecology,facilitating the flow of factors,promoting joint cooperation among mechanisms and enhancing connectivity,so as to build the Greater Bay Area into a strategic hub of the new development paradigm.
