依法行政的保障机制探讨

On the Guarantee Mechanism of Law-Based Government Administration

为了落实依法行政机制,本文通过研究保障系统完善所需要素,提出了构建合法性审查机制、打造人财物动态保障机制、建立决策预审和追责机制、多角度权力监督等措施并逐一探讨。前述保障机制的科学应用,能够为推进依法行政,建设和发展法治社会提供保障。

In order to put law-based government administration in place and through the study of the necessary elements to improve the guarantee wSystem,this paper puts forward such measures as building a legitimacy review mechanism,forming a dynamic guarantee mechanism for human,financial and material resources,establishing a decision-making pre-review and accountability mechanism,and implementing power supervision from multiple perspectives.Scientific and reasonable application of these guarantee mechanisms can promote law-based government administration and provide guarantee for the development of law-based society.
