大数据环境下网络意识形态风险建模与治理策略研究

Research on Holographic Risk Modeling and Governance Strategy of Cyber-ideology in Big Data Environment

网络意识形态安全在大数据环境下面临新的风险挑战,大数据环境也给网络意识形态风险治理提供了新的解决思路。网络意识形态安全在大数据环境下面临主体、信息和环境三个方面的风险,利用等级全息建模方法,对主体、信息、环境层层解构,搭建网络意识形态风险三级指标框架,并结合层次分析法和ABC分类法对各风险指标进行量化、评级,发现风险等级较高的指标为网民价值取向、信息内容、网民信息素养和情感稳定性。综合一级指标和二级指标可知,当前网络意识形态风险防范的重点应集中在意识形态主体的认知、情感以及意识形态信息的内容方面。根据大数据环境所具备的特征,提出事前预控、情感引路、信息降维三个风险化解手段,为网络意识形态风险治理提供理论基础和实践指导。

The security of cyber-ideology faces new risks and challenges under the environment of big data,but at the same time,the environment of big data also provides new solutions to the governance strategy of cyber-ideology risk.In the context of big data,the security of cyber-ideology faces risks from three aspects:subject,information and environment.This paper uses Hierarchical Holographic Modeling to deconstruct those three aspects to set up a three-level index framework of cyber-ideology risk,and the Analytic Hierarchy Process and Activity Based Classification to quantify and rate each risk index.It is found that the factors with the highest risk level are the netizens’value orientation,the information content,the netizens’information literacy and the emotion stability.Based on the first-level and second-level index,the priorities of cyber-ideology risk prevention should be given to the cognition and emotion of cyber-ideology subject and the content of information itself.In this regard,this paper puts forward three measures to defuse the risk of cyber-ideology,namely,control in advance,emotional guidance and information dimension reduction to provide theoretical basis and practical guidance for the risk management of cyber-ideology.
