城市资产公司作为我国地方经济发展特殊时期背景下产生的经济组织,在推进地方城市建设、拉动地方经济发展中发挥了极为特殊的作用。伴随着改革开放的深入,特别是在步入新的历史阶段、践行新的发展理念、构建新的发展格局大背景下,城市资产公司迫切需要进行重新定位、赋能和转型。市场化、专业化、数字化、低碳化、系统化作为新时期的发展目标,必须进一步深化城市资产公司体制与机制的改革,着力推动城市资产公司转型升级目标措施的实施,做强城市资产公司发展的支撑体系,积极创造城市资产公司的发展环境,以改革为抓手推动城市资产公司全面市场化转型,让其在新的历史条件下在促进地方经济发展中发挥新的动能。

The urban asset companies, as economic organizations in the special period of local economic development in China, have played a very special role in promoting local urban construction and stimulating local economic development. With the deepening of the reform and opening up, especially in the context of entering the new historical stage, practicing new development concepts and constructing new development patterns, urban asset companies urgently need repositioning, empowering and transforming. And marketization, specialization,digitization, low carbonization and systematization being as development goals in the new period, the reform of the system and mechanism must be further deepened, measures to promote transformation and upgrading of urban assets companies must be implemented, the supporting system for the development of urban asset companies must be strengthened, the development environment of urban asset companies must be actively created. The comprehensive market-oriented transformation of urban asset companies is promoted with the reform as the starting point, so that they will play a new role in promoting local economic development under the new historical conditions.
