摘要
水库移民安置容易受到多种因素的影响,例如环境因素、经济因素、社会因素等。为了实现“搬得出,稳得住,能致富”的目标,提出基于粗糙数据集的水库移民安置区选择规划方法研究。科学划分与分析水库移民安置区类型(本村后靠安置区、出村本乡近迁安置区及出乡外迁安置区),以此为基础,依据层次性、全面性等原则选取安置区选择指标,构建安置区选择指标体系,获取安置区选择指标数据,基于粗糙数据集理论构造粗糙数,计算指标粗糙权重,获取安置区最佳选择结果,结合安置区实际环境情况以及移民诉求,科学规划安置区(住宅、学校、道路等),实现水库移民安置区的选择规划。实验数据显示,相较于对比方法,提出方法获得的水库移民安置区选择时间更短、规划评估参数更大,充分证实了提出方法具有可行性与有效性。
Reservoir resettlement is easily affected by many factors,such as environmental factors,economic factors,social factors,etc.In order to achieve the goal of “moving,living stably and getting rich”,a research on the selection and planning method of reservoir resettlement area based on rough data set is proposed.Scientifically divide and analyze the types of reservoir resettlement areas(the resettlement area behind the village,the resettlement area near the village and the resettlement area outside the village),on this basis,select the resettlement area selection index according to the principles of hierarchy and comprehensiveness,construct the resettlement area selection index system,obtain the resettlement area selection index data,and construct the rough number based on the rough data set theory,calculate the rough weight of the indicators,obtain the best selection results of the resettlement area,and scientifically plan the resettlement area(residence,school,road,etc.) in combination with the actual environmental conditions of the resettlement area and the resettlement demands,so as to realize the selection and planning of the reservoir resettlement area.The experimental data show that compared with the comparison method,the selection time of reservoir resettlement area obtained by the proposed method is shorter and the planning evaluation parameters are larger,which fully proves the feasibility and effectiveness of the proposed method.
