贫困治理与社会工作教育对口扶贫的中国实践

Poverty Governance and the Practice of Social Work Education through Couplet-assistance in China

社会工作教育院校作为一种社会力量积极参与脱贫攻坚,在助力社会工作参与国家脱贫攻坚的实践中展现出以人为本、激发服务对象内生动力、扶贫扶志的专业优势,为社会工作专业参与国家治理和重大社会发展战略积累了中国经验。“十四五”时期,中国进入全面脱贫与乡村振兴有效衔接和平稳转型的过渡期,社会工作教育也将为巩固脱贫攻坚成果、建立社会工作制度性融入贫困治理的长效机制提供知识建构和实践指导。本文在回顾国内外反贫困社会工作理论和实践的基础上,提炼中国新时代社会工作在贫困治理领域的工作范式以及理论和实务框架,对建构中国反贫困社会工作理论和实务方法具有重要意义,对国际反贫困社会工作理论的发展也具有重要的参考借鉴价值。

As a social force, social work education colleges and universities actively participate in poverty alleviation, and in the practice of helping social work participate in the national poverty alleviation, it shows the professional advantages of people-oriented, stimulating the endogenous motivation of service objects, lifting the poor out of poverty and helping them to learn, get and master scientific knowledge, and have accumulated Chinese experience for social work majors to participate in national governance and significant social development strategies.During the 14th Five Year Plan period, China has entered a transitional period in which comprehensive poverty alleviation and rural vitalization are effectively linked and the transition is smooth. Social work education will also provide knowledge construction and practical guidance for consolidating the achievements of poverty eradication and establishing a long-term mechanism for the institutional integration of social work into poverty governance.Based on reviewing the theory and practice of anti-poverty social work at home and abroad, this paper refines the work paradigm and theoretical and practical framework of social work in the field of poverty governance in the new era, which is not only of great significance for the construction of Chinese anti-poverty social work theory and practical methods, but also of great reference value for the innovation of international anti-poverty social work theory.
