鹿特丹公约化学品审查委员会第17次会议(CRC17)农药评审进展及我国履约应对建议

The Progress of Pesticide Review of 17th Meeting of the Chemical Review Committee of the Rotterdam Convention(CRC17)and Suggestions for China’s Compliance

2021年9月,《关于在国际贸易中对某些危险化学品和农药采用事先知情同意程序的鹿特丹公约》化学品审查委员会第17次会议(CRC17)以视频会方式在线上召开,会议审议了特丁硫磷、异菌脲、硫双威、杀扑磷等4种农药的最后管制行动通知的审议,其中特丁硫磷、异菌脲通过审议,硫双威、杀扑磷留在下一次会议审议,原计划审议的甲基对硫磷、甲萘威、毒虫畏等3种农药最后管制行动通知,也留在下一次会议审议。本文介绍了CRC17会议对几种农药的审议情况,分析了缔约方在农药进出口贸易中的履约职责和义务,提出了我国履约的应对建议等。

In September 2021,the 17th meeting of the Chemical Review Committee of the Rotterdam Convention on the Prior Informed Consent Procedure for Certain Hazardous Chemicals and Pesticides in International Trade(CRC17)was held online by video conference,which reviewed the notifications of final regulatory action for four pesticides,including tebuthion,isoxaflutole,thiodicarb and methidathion,of which tebuthion and isoxaflutole passed the review,thiodicarb and methidathion were left for review at the next meeting.Three pesticide notifications of final regulatory action,including methyl parathion,methidathion and dimethoate,which were originally planned for review,were also left for review at the next meeting.This paper introduced the review of several pesticides at the CRC17,analyzed the duties and obligations of partiesin the import and export trade of pesticides according to the Convention,and puts forward suggestions for the implementation of China.
