乡村振兴战略背景下农村养老服务模式创新的动力要素及其实现路径

The Driving Factors of the Innovation of the Rural Old-age Service Mode and the Path to Realize under the Background of Rural Vitalization

城乡的长期不平衡不充分发展,导致农村养老服务发展在现代化转型期中面临诸多困难和阻碍。乡村振兴战略为农村养老服务提供了重要的发展契机,相关模式创新不断涌现。基于现代化理论与制度分析的综合框架对农村养老服务体系的制度机理进行阐述,并结合有关文献分析实现类型划分,对农村养老服务模式创新的动力要素进行剖析。研究提出要将其放到乡村振兴战略所确定的农业农村现代化目标中,从目标群体需求的政策回应、城乡融合的制度保障、现代农业的内源式发展以及地方官员、农村基层组织的主体激励等方面推进模式创新,不断构建和完善多层次的农村养老服务体系。

The long-term unbalanced and inadequate development of urban and rural areas has led to many difficulties and obstacles in the development of rural old-age services in the period of modernization.The rural vitalization strategy provides an important opportunity for the development of rural elderly care services,and relevant model innovation is emerging.Based on the framework of target-process analysis,this paper expounds on the institutional mechanism of the rural pension service system,and analyzes the driving factors of the innovation of the rural elderly care service mode combined with the classification analysis of relevant literature.Then we put forward that the innovation of rural old-age service models should be promoted from some aspects,which include rural elderly demand response,the institutional environment of urban-rural integration,the internal development of modern agriculture,and the main incentive of local officials and rural grass-roots organizations,so as to continue to build and improve multi-level rural old-age service system.
