省域学分银行建设的困境与思考

Difficulties and Thinking in the Construction of Provincial Credit Bank

当前我国有不少省份建立了学分银行,但已经建立的学分银行在发展中或多或少遇到了瓶颈,具体表现为学分认定转换标准制定困难、作为省域学分银行在学分转换中的地位与作用尴尬、现行的部分教育制度制约了学分转换的开展、学分银行建设缺乏法律保障等问题。省域学分银行作为政府建立的,面向全体社会成员,以终身教育学习成果认定、积累和转换为主要功能的学分认证管理机构和学分转换服务平台,它的建设和可持续发展需要立法保障,明确学分银行公共服务平台的属性,需要尽快建立国家资历框架,需要教育行政部门深化教学制度改革,从立法保障、政策支持、制度支撑三个层面合力推进学分银行的可持续发展。

At present,many provinces in our country have established credit banks,but the established credit banks have more or less encountered bottlenecks in their development.The main problems include the difficulty in establishing conversion standards for credit recognition,and the status and role of provincial credit banks in the transfer of credits are embarrassing,part of the current education system restricts the development of credit conversion,and the lack of legal protection for the construction of credit banks.The provincial credit bank,established by the government,is a credit certification management institution and a credit conversion service platform for all members of society,with the identification,accumulation and conversion of life-long education learning achievements as the main function.Its construction and sustainable development require legislative guarantees,and the attributes of the credit bank’s public service platform;the need to establish a national qualifications framework as soon as possible;the need for education and administrative departments to deepen the reform of the teaching system.Work together to promote the sustainable development of the credit bank from the three levels of legislative guarantee,policy support,and system support.
