Motivation,Characteristics and Performance of China’s Rural Governance Innovation

中国乡村治理创新主要呈现出以下特点:创新主体各省份之间分布相对均匀,区县级层面党和政府机构是主要推动者;积累性创新和学习性创新较多,探索性创新不足;多从体制和技术两方面进行创新,辅之以机制创新。在政策推动、乡村内部的问题倒逼驱动以及自觉创新诉求等多种动因推动下,中国乡村治理创新取得了令人瞩目的成绩,证实了典型案例治理模式的科学性和有效性。在全国普遍重视“三农”问题以及乡村振兴和乡村治理的大趋势下,有必要继续沿着既有的乡村治理创新模式前行。同时,重视创新实践中的现实问题,以便在继续创新的过程中少走弯路,增进绩效。

The main characteristics of China’s rural governance innovation are as follows:the innovation subject is relatively evenly distributed among provinces,and the main promoters are the Party and government organizations at district or county level;cumulative innovation and learning innovation are relatively more than exploratory innovation which is inadequate;each place mainly carries out structural and technical innovation,supplemented by innovation in mechanism.Driven by a variety of factors,such as the higher-level policy promotion,the need to solve rural social problems and the conscious demand for innovation,China’s rural governance innovation has made remarkable achievements.It proves the scientificity and validity of the typical case governance model.Under the general trend of attaching importance to the“three rural issues”,rural revitalization and rural governance,it is necessary to carry on following the existing innovative model of rural governance.At the same time,we should pay attention to the practical problems in innovation practice so as to avoid detours and improve governance performance in the process of innovation.
