财政金融协同支持新疆乡村产业兴旺的效率研究

Research on the Efficiency of Financial Cooperation in Promoting the Prosperity of Rural Industry in Xinjiang

产业兴旺是乡村振兴的基础,财政和金融是支持乡村产业兴旺的重要力量。文章选取2007-2019年新疆相关数据,构建财政金融协同支持乡村产业兴旺的评价体系,运用耦合协调度模型和DEA模型进行实证分析。结果表明:新疆财政金融耦合协调度为中度耦合,协调度处于稳步上升阶段;新疆财政金融协同支持产业兴旺的效率高于财政支持效率、金融支持效率。并提出新疆应以乡村产业兴旺需求为导向,完善财政金融协同配合机制,发挥财政政策资源优势,创新财政对金融资金的引导作用,构建多元化支持产业兴旺协作机制的相关建议。

Industrial prosperity is the basis of rural revitalization,fiscal and financial policies are important forces to support rural industrial prosperity.Based on the relevant data of Xinjiang from 2007 to 2019,this paper constructs an evaluation system of fiscal and financial synergy to support the prosperity of rural industries,and makes an empirical analysis by using the coupling coordina⁃tion degree model and DEA model.The results show that the coordination degree of fiscal and financial coupling in Xinjiang is moderate,and the coordination degree is rising steadily;The efficiency of fiscal and financial coordination to support industrial prosperity in Xinjiang is higher than that of fiscal and financial support.It is proposed that Xinjiang should be guided by the needs of rural industrial prosperity,improve the coordination mechanism of finance,give full play to the resource advantages of fiscal poli⁃cy,innovate the guiding role of finance on financial funds,and build a diversified cooperation mechanism to support industrial pros⁃perity.
