国际法职业共同体是国际法理论研究者、国际法实践操作者、国际法能力培养者所形成的知识与技能共同体,以地域范围和事项领域而分为国内职业共同体、区域职业共同体、全球职业共同体、广义的国际法职业共同体、国际法子部门职业共同体等阶次。他们共同以国际法的概念、规范、系统为基础,以法律推理和论证的基本方式和思维逻辑为技术要求,以对国际法的存在及功能的最低共识为起点,具体分为国际法的实践操作和国际法律的理论研究,而国际法教育则提供此二者的知识、方法与观念的培养和训练。国际法实践、理论、教育分别构成国际法职业共同体的工程面、科学面、技术面。国际法职业共同体的不同领域有着不同的作业模式,但工作所面临的问题具有共性,在深层级上可以相互沟通、相互流转,并与国内法职业、国际政治职业形成良好的支撑关系,共同贡献于国家外交事业的发展和国际法治的建设。

The community of international law profession is a community of knowledge and skills formed by researchers of international law theory, practitioners of international law, and cultivators of international law competence. Together, they are based on the concepts, norms and systems of international law, the basic methods of legal reasoning and argumentation and the logic of thinking are the technical requirements, and the minimum consensus on the existence and function of international law is the starting point. They are specifically divided into practical operations of international law and international law. Legal theoretical research, while international law education provides the cultivation and training of knowledge, methods and concepts of both. The three constitute the engineering, scientific, and technical aspects of the professional community of international law. Different fields of the international legal professional community have different operating modes, but the problems faced by the work are common. They can communicate and flow with each other at a deep level, and form a good supporting relationship with domestic legal professions and international political professions, and jointly contribute to the development of national diplomacy and the construction of the international rule of law.
