西部陆海新通道沿线城市功能分工与区域经济增长——基于产业创新管理视角 被引量:9

Urban Functional Division Along the New Western Land-Sea Corridor and Regional Economic Growth:Based on the Perspective of Industrial Innovation Management

摘要 实证分析西部陆海新通道沿线城市功能分工对区域经济增长的影响。选取西部陆海新通道沿线12个枢纽城市为样本,根据产业创新管理理论和城市科技服务部门相对集中度测评西部陆海新通道沿线城市功能分工水平,并采用包含城市功能分工的区域C-D生产函数构建面板数据计量回归模型进行回归分析。结果表明:西部陆海新通道沿线枢纽城市以产业创新为导向的功能分工存在差异,且北线枢纽城市功能分工水平总体上优于南线枢纽城市;通道沿线枢纽城市的功能分工与区域经济增长存在正“U”型的非线性关系;通道沿线多数枢纽城市的功能分工处于“拐点”的左侧,意味着通道沿线枢纽城市功能分工从整体上并未对区域经济增长起到促进作用。因此,统筹西部陆海新通道建设与区域经济增长,要充分考虑通道沿线城市产业创新的异质性及由此形成的城市物流网络对区域经济总体运行效率的影响,持续优化产业创新的营商环境,并进一步做好人才引进和留用工作,为产业创新提供人才保障。 This paper empirically analyzes the impact of urban functional division along the New Western Land-Sea Corridor on regional economic growth.The paper takes 12 hub cities along the New Western Land-Sea Corridor as samples,evaluates the functional division level of cities along the New Western Land-Sea Corridor according to the industrial innovation management theory and the relative concentration of urban science and technology service departments,then constructs a panel data econometric regression model for regression analysis by using the regional C-D production function including urban functional division.The results show that:there are differences in the functional division guided by industrial innovation in the hub cities along the New Western Land-Sea Corridor,and the functional division level of the north line hub cities is generally better than that of the south line hub cities;there is a positive"U"shaped nonlinear relationship between the functional division of hub cities along the New Western Land-Sea Corridor and regional economic growth;the functional division of most hub cities along the New Western Land-Sea Corridor is on the left side of the inflection point,which means that the functional division of hub cities along the New Western Land-Sea Corridor does not promote regional economic growth as a whole.Therefore,to coordinate the construction of the New Western Land-Sea Corridor and regional economic growth,should fully consider the heterogeneity of industrial innovation in cities along the New Western Land-Sea Corridor and the impact of the resulting urban logistics network on the overall operation efficiency of regional economy,continue to optimize the business environment for industrial innovation,and further do a good job in talent introduction and retention,so as to provide talent guarantee for industrial innovation.
