互联网技术的普及应用催生了人类社会发展格局与全球交往格局的深度变革,网络已经成为意识形态斗争的“主战场”“主阵地”与“最前沿”。新时代网络意识形态话语权的建构日益关涉我国主权、安全与现代化建设事业,是应对网络空间舆论生态重大变化的必然选择。资本逐利运行逻辑的衍伸、网络舆论场的主体多元化、西方敌对势力的网络先发优势与官方话语管控的迟滞等现实因素,使新时代我国网络意识形态话语权的建构面临严峻的解构风险。新时代我国网络意识形态话语权建构要从领导力量、治理格局、核心技术、人才队伍、法治建设与国际合作等维度出发,提升主流意识形态引领力,推动网络治理体系和治理能力现代化,开创网络强国建设新局面。

The spreading and application of Internet spawned a profound change in the pattern of human social development and global communication.The Network has become the“main battlefield”“main position”and“forefront”of ideological struggle.The construction of the discourse power of network ideology in the new era is increasingly related to my country’s sovereignty,security and modernization,and it is an inevitable choice to deal with the major changes in the ecology of public opinion in cyberspace.The expansion of the profit-seeking operation logic of capital,the diversification of the main body of the network public opinion field,the network first-mover advantage of the western hostile forces and the lag of the official discourse control and other practical obstacles make the construction of the discourse power of China’s network ideology in the new era face severe deconstruction risks.The construction of discourse power of China’s network ideology in the new era should start from the dimensions of leadership,governance pattern,core technology,talent team,rule of law construction and international cooperation,enhance the leading power of mainstream ideology,promote the modernization of network governance system and governance capacity,and open up a new situation of building a network power.
