摘要
技术创新作为平衡经济与环境关系的重要手段,得到政府部门和学术界的持续关注。关于环境规制对技术创新的影响机理,存在遵循成本观、创新补偿观和权变因素观三种不同的观点;从实证检验结果看,有抑制效应、激励效应、非线性关系和不确定关系四种不同的论断。环境规制对技术创新的影响,受到区域经济和人力资本发展水平、政府扶持力度和资本市场发展水平等因素的制约,同时存在空间溢出效应。适当的规制强度和规制工具组合,辅之以政府扶持手段,才能产生最优创新激励效果。
Technological innovation, as an important means to balance the relationship between economy and environment, has received continuous attention from government departments and academia. There are three different views on the mechanism of environmental regulation’s influence on technological innovation: the compliance cost view, innovation compensation view and the weight-variable factor view. From the results of empirical tests, the existing literature come up with four different assertions: the inhibiting effect, incentive effect, non-linear relationship and uncertainty relationship. The technological innovation effects is constrained by the level of regional economic and human capital development, government support and the level of capital market development, as well as the existence of spatial spillover effects. An appropriate combination of regulation intensity and regulatory instruments, complemented by government support, can produce the optimal innovation incentive effect.
