药品检验机构仪器设备耗材采购的廉政风险及防范措施建议

Corruption Risks during Procurement of Equipment and Consumables at Drug Control Institutes and Suggestions for Preventive Measures

目的:分析药品检验机构设备耗材采购的廉政风险表现形式与廉政主体,提出相应的廉政风险防范措施。方法:采用综合分析方法,结合笔者工作实际,对药品检验机构仪器设备耗材采购的廉政风险和防范措施进行综合分析研究。结果与结论:通过分析药品检验机构仪器设备耗材采购的廉政风险表现形式与廉政主体,本文从严格实施招标采购及询价制度、建立健全设备耗材采购“三三制”、强化对各廉政主体的责任、加强对招标代理供应商的管理以及加强对供应商的管理等方面提出了具体细化的廉政防控措施。

Objective:To analyze the forms of corruption risks that could be present during the equipment and consumables procurement process at drug control institutes and the responsible persons,and propose relevant preventive measures against corruption.Methods:Based on experience from recent years,a comprehensive analysis is done on the corruption risks and preventive measures during procurement of equipment and consumables at drug control institutes.Results and conclusions:Based on analysis of various corruption risks arising from equipment and consumables procurement and the persons responsible for anti-corruption at drug control institutes,this paper proposes specific preventive measures,including adopting open tendering and price-inquiry system,establishing the“three-three system”for equipment and consumables procurement,reinforcing accountability of the responsible persons,and strengthening management of bidding agencies and suppliers.
