摘要 社区警务作为公安工作的重要环节,是社会治安防控体系的重要基础。大数据技术的发展给予了社区警务建设的新的方向,即智慧社区警务。但现阶段智慧社区警务建设仍处于初期阶段,其缺少理论基础、建设路径不清晰的问题亟待解决。通过实地调研、文献研究与综合归纳,未来智慧社区警务建设应当坚持系统性、规范化、人性化、数据驱动的原则,需把握好智慧制度、智慧人员、智慧设施三要素,并厘清其之间的运行机制。不仅如此,智慧社区警务建设的过程应当坚持在党委政府领导下多部门之间的配合,多渠道积极争取资金支持与高效推进配套工作,疏通数据堵塞来提供多维支持,推进社区警务网格化管理来弥补技术漏洞,强化督导、验收和树立典型标杆的建设路径。 As an important part of public security work,community policing is an important foundation of the social security prevention and control system.The development of big data technology has given a new direction to the construction of community policing,namely,smart community policing.At present,however,the construction of smart community policing is still in the early stage,and problems that lack theoretical foundations and unclear construction paths still need to be resolved urgently.Through field research,literature research and comprehensive summary,it is believed that the construction of smart community police affairs in the context of big data should adhere to the principles of systematization,standardization,humanization,and data-driven,and it is necessary to grasp the three elements-smart system,smart personnel,smart facilities.And we need clarify the operating mechanism between them.In addition,the construction of smart community policing should strengthen the path of cooperation among multiple departments under the leadership of the party committee and government,actively seek funding support and efficiently promote facility through multiple channels,further clear data congestion to provide multi-dimensional support,promote community policing networkmanagement to make up for technical loopholes,and strengthen construction supervision as well as acceptance and establish typical benchmarks.
