提升农村毒品问题治理能力的思考——以四川省遂宁市为例

Thoughts on Improving the Capacity to Deal with Drug Problems in Rural Areas——Taking Suining City,Sichuan Province as an Example

随着城区对毒品违法犯罪打击力度的不断加大、治理体系的不断完善,不少涉毒人员为逃避打击潜入农村地区,导致毒品问题向农村地区蔓延加快。四川省遂宁市农村毒品问题突出主要表现在制毒犯罪、涉麻犯罪和外流贩毒三个方面。提升农村毒品问题治理能力是实施乡村振兴重大战略的具体行动,是推动禁毒工作高质量发展的必然要求和增强人民群众获得感、幸福感、安全感的重要保障。提升农村毒品问题治理能力应从“打、防、管、控、宣”五个方面着手,认真完善和落实各项治理措施。

With the increasing crackdown on drug-related crimes in urban areas and the continuous improvement of governance system,many drug-related personnel sneak into rural areas to escape the strike,resulting in the accelerated spread of drug problems in rural areas.The prominent drug problems in rural areas of Suining City,Sichuan Province are mainly reflected in three aspects:drug-making crime,hemp-related crime and outflow drug trafficking.Improving the capacity to deal with the prominent drug problems in rural areas is a specific action to implement the major strategy of Rural Revitalization.It is an inevitable requirement to promote the high-quality development of drug control and an important guarantee to enhance the people’s sense of gain,happiness and security.In order to improve the ability to deal with the prominent drug problems in rural areas,we should start from five aspects of"crackdown,prevention,management,control and publicity",and earnestly refine and implement various treatment measures.
