网络语言暴力的界定及规范化研究

Research on the Definition and Standardization of Cyber Language Violence

进入互联网时代以来,语言暴力以互联网为媒介演变出新的暴力形式。学界目前对网络语言暴力的语义界定、实践形式以及治理边界等问题尚未形成统一认识。治理主体与治理对象的不平衡导致网络语言暴力对网络空间秩序构成新的治理挑战。实践中,我国目前对网络语言暴力的治理存在平台审核标准不一、准确性与即时性失衡、审核的费效比高的困境,需通过规范用户用语、构建第三方平台监管、进行积极立法,形成控制源头—监督过程—惩戒末端的闭环监管体系进行规范化治理。

Since entering the Internet era,verbal violence has evolved into new forms of violence through the Internet.At present,the academic circles have not yet formed a unified semantic definition,practice form or governance boundaries of cyber language violence.The imbalance between the subject and object of governance leads to new governance challenges which the cyber language violence exerts on the order of cyberspace.In practice,the current governance of cyber language violence in China has been facing the dilemma,such as the inconsistent platform review standards,imbalance between accuracy and immediacy,and low audit cost-effectiveness ratio.Therefore,it is necessary to standardize governance by standardizing user language,building third-party platform supervision,and promoting active legislation.The aim is to form a closed-loop supervision system of control source,supervision process and punishment end.
