财政环保支出效率差异性与收敛性研究

Research on Difference and Convergence of Efficiency of Fiscal Environmental Protection Expenditure

文章运用数据包络分析法测算了2007—2019年中国的财政环保支出的效率并分析其差异性,在此基础上结合收敛理论深入探究财政环保支出效率的收敛机制。研究发现:全国财政环保支出效率不仅存在时间差异,而且存在区域差异性;财政环保支出效率σ值呈现“M”型波动,在2014年后表现出明显的σ收敛;中国财政环保支出效率在各个时段和四大区域不仅存在绝对β收敛,而且存在条件β收敛。基于此,研究提出制定因地制宜的环保政策;加强区域间合作,建立生态横向补偿机制;完善政绩考核以及大力发展环保技术等政策建议。

This paper use the data envelopment analysis method to calculate the efficiency of fiscal environmental protection expenditure of China from 2007 to 2019 and analyzes its differences.On this basis,it explores the convergence mechanism of fiscal environmental protection expenditure efficiency combined with convergence theory.The results show that the efficiency value of national fiscal environmental protection expenditure has time and regional difference.Theσvalue of the efficiency of fiscal environmental protection expenditure fluctuates in the"M"shape and shows obviousσconvergence after 2014.The efficiency of fiscal environmental protection expenditure in China has not only absoluteβconvergence but also conditionalβconvergence in each period and four regions.On this basis,put forward the formulation of environmental protection policies according to local conditions;Strengthen regional cooperation and establish ecological horizontal compensation mechanism;Improve the performance assessment and vigorously develop environmental protection technology and other policy suggestions.
