摘要
基础设施作为一种典型的公共产品,具有明显空间溢出效应,可采用空间杜宾模型研究其对中亚区域经济一体化的影响,并从区域内和跨区域两个维度展开。实证结果表明:基础设施对中亚区域内和加入俄罗斯后形成的中亚跨区域这两种情形的一体化均具有显著的负向溢出,即并不能依靠基础设施的改善来提高区域贸易比重,提升区域一体化水平,而需要通过其他路径加以推进;基础设施对于加入中国之后形成的中亚跨区域一体化,则呈现显著的正向溢出,有助于提升中国与中亚国家的区域合作水平,也完全契合以基础设施互联互通为核心的中国“一带一路”倡议。
Infrastructure,as the typical public goods,has obvious spatial spillover effect.The spatial Durbin model can be used to study the impact of infrastructure on regional economic integration in Central Asia from two dimensions of intra-regional inte⁃gration and trans-regional integration.The empirical results show that infrastructure has a significant negative spillover effect on re⁃gional integration in two cases,namely,it cannot rely on the improvement of infrastructure to increase the proportion of regional trade and the level of regional integration,but needs to be promoted through other ways.However,for the trans-regional integra⁃tion of Central Asia,there is a significant positive spillover,which helps to improve the level of regional cooperation between China and Central Asian countries,and fully conforms to China's“the Belt and Road”initiative with infrastructure connectivity as the core.
