On the basis of defining the connotation and extension of digital equity this paper excavates social interaction phenomena that cannot be explained by traditional digital divide and digital inequality theories from the cases of ten years of field study and employs the theories of public goods and externality to describe its rationality and its existing value.The author constructs a theoretical framework of digital equity suitable for explaining such phenomena.2 figs.32 refs.
