Case Study on Emergency Management Mechanism of Major Emergencies in Foreign Public Libraries

图书馆是面向社会的重要信息聚集和资源共享平台,国外公共图书馆在应对重大公共事件过程中已形成较成熟的应急管理机制,对其特点进行分析和总结,能够为我国图书馆建立适合国情的危机管理机制提供借鉴和参考。澳大利亚国家图书馆和日本国立国会图书馆在面对重大公共事件时的应对机制在灾前预防、灾时反应和灾后恢复环节各有侧重,我国图书馆应从危机管理意识、能力、设施等方面全方位提升应急能力,加强机构间的合作交流,建立和完善应急机制。图7。参考文献45。

The library is a society-oriented important information gathering and resource sharing platform.Foreign public libraries have formed mature emergency management mechanisms in dealing with major public events.This paper analyzes and summarizes the characteristics of emergency management mechanisms in order to provide a reference for libraries in China to establish crisis management mechanisms which are suitable for national conditions.This study adopts the case comparative analysis method to study the mechanism proposed by the Australian National Library and the Japanese National Congress Library in response to the crisis analyzes and summarizes the characteristics of the response mechanism and re-examines its availability and practicability according to the characteristicsof the times.The response mechanisms of foreign libraries in the face of major public events have different emphases in pre-disaster prevention disaster response and post-disaster recovery which provides experience for the research on library disaster management in China.Chinese libraries should also enhance emergency response capacity from crisis management awareness capacity and facilities strengthen inter-agency cooperation and exchange and establish and improve emergency response mechanisms.7 figs.45 refs.
