生命周期视角下“一带一路”专题数据库利益相关者分析

Stakeholder Analysis of the “Belt and Road Initiative” Thematic Database from the Perspective of Life Cycle

“一带一路”专题数据库作为“一带一路”建设发展的重要平台,已经到了深耕细作的关键阶段。对其利益相关者进行分析,能提高专题库的可持续性与稳定性。文章通过文献调研法与专家访谈法对专题库的利益相关者进行识别,分析其角色与利益诉求;在此基础上采用专家评分的方式构建不同生命周期阶段的权力-利益矩阵,由此得到核心、中间和边缘三类利益相关者,并进一步分析其动态演变情况。研究发现,“一带一路”专题数据库有资助者、政府及相关部门、图书馆、科研机构和科研人员等12类利益相关者,建议厘清各利益相关者的角色定位,分类制定管理措施;关注权力-利益矩阵动态演变,实现精细化管理;重视图书馆的参与,充分发挥其信息职能。图1。表5。参考文献43。

As an important platform for the construction and development of “Belt and Road Initiative”, “Belt and Road Initiative” thematic database has reached a critical stage of deep ploughing and intensive cultivation.The analysis of its stakeholders can improve the sustainability and stability of the database. This paper uses the literature research method and expert interview to identify the stakeholders of the thematic database, analyze their roles and interest appeals. And on this basis, expert scoring method is used to construct power-interest matrix at different life cycle stages, from which three types of stakeholders are obtained, namely major, minor and negligiblestakeholders, and their dynamic evolution is further analyzed. The study found that the “Belt and Road Initiative” thematic database has 12 types of stakeholders, such as sponsors, governments, libraries, research institutions and researchers. It is recommended to clarify the role of each stakeholder and formulate management measuresseparately;pay attention to the dynamic evolution of the power-interest matrix to achieve refined man agement;attach importance to the participation of libraries and give full play to their information functions.1 fig. 5 tabs. 43 refs.
