社会工作视角下第一书记和村两委双轨治理探究

Research on the First Secretary and'Dual-track Governance'from the Perspective of Social Work

“第一书记”制度是推进国家治理体系和治理能力现代化的重要乡村实践。第一书记作为乡村振兴的中坚力量,直接嵌入乡村对于乡村振兴工作具有重要意义。研究发现,第一书记和村两委在“双轨”基层治理中,存在权责不匹配,角色定位不清晰,主体协同困难,关系维系复杂,队伍建设落后,组织管理不到位等多方面的问题。对此,在社会工作视角下,发挥好第一书记资源提供者、政策倡导者、管理者、服务者和支持者角色,有利于破解双轨治理难题。

The"first secretary"system is an important rural practice to promote the modernization of national governance system and governance capacity.As the backbone of rural revitalization,the first secretary is directly embedded in the countryside,which is of great significance for rural revitalization in rural areas.It is found that in the"two track"grass-roots governance,the first secretary and the village committee have many problems,such as mismatch of rights and responsibilities,unclear role positioning,difficult subject coordination,complex relationship maintenance,backward team construction,inadequate organization and management and so on.From the perspective of social work,giving full play to the role of the first secretary as a resource provider,policy advocate,manager,service provider and supporter is conducive to solving the problem of dual track governance.
