基于德尔菲法的突发公共卫生危机多主体响应指标设计评价

Design and evaluation of multi-agent response indicators for sudden public health emergencies based on Delphi method

目的:通过文献检索和德尔菲法构建基于全过程的突发公共卫生危机多主体应急治理评价指标体系。方法:问卷调查中,经过二轮函询完成专家调查,计算专家权威系数和协调系数,分析比较各指标的均数分值和变异系数。结果:最终筛选4个一级指标、12个二级指标、35个三级指标作为纳入指标,成为突发公共卫生危机多主体应急治理的新指标框架。结论:该指标体系可为公共卫生危机治理中相关部门提供决策参考,最终提高公共卫生危机治理效果。

Objective:To construct an evaluation index system of multi-agent emergency management of sudden public health emergencies based on the whole process through literature retrieval and Delphi method.Methods:In the questionnaire survey,the expert survey was completed after two rounds of correspondence,the expert authority coefficient and coordination coefficient were calculated,and the mean scores and variation coefficients of each index were analyzed and compared.Results:Four first-level indicators,12 second-level indicators,and 35 third-level indicators were finally selected as the inclusion indicators,which became a new indicator framework for multi-agent emergency management of sudden public health emergencies.Conclusion:The index system can provide decisionmaking reference for relevant departments in public health crisis management,and ultimately improve the effect of public health emergencies management.
