基于目标管理理论的公立医院党建工作路径探索

Exploration of the working path of public hospitals’Party building work under the guidance of objectives management theory

领导制度建设不完善、党支部建立在科室上落实不到位、党建工作支撑保障不足等问题,制约当前公立医院党建工作高质量发展。本文以《关于加强公立医院党的建设工作的意见》为指导,引入目标管理理论,建立公立医院党建目标分解体系,从目标制定、目标分解、明确标准、过程管理和结果运用等方面,对新时代公立医院加强党建工作进行路径探索。

Problems like imperfect leadership system,Party branches not built on departments,insufficient Party building work support,are restricting the high-quality development of public hospitals’Party building work.Under the guidance of"Guidelines on Strengthening Party Building in Public Hospitals"issued by the State,this paper introduces the theory of objectives management,and establishes the decomposition system of Party building objectives in public hospitals.The purpose is to explore the path of strengthening Party building in public hospitals in the new era,from the aspects of goal formulation,goal decomposition,clear standards,process management and result application,etc.
