治理现代化视域下高校教材管理的目标、困境与路径

The Goal,Dilemma and Solution of College Textbook Management from Perspective of Governance Modernization

高校教材是高等教育知识传授和教学方法的载体,对推动高等教育内涵式发展和落实立德树人根本任务具有重要意义。高校教材管理的目标是实现供需平衡,体现在以政策资源为核心和以教材资源为核心的两种供需关系中。现阶段,我国高校教材建设面临三级管理体制落实不到位,过程管理有待进一步完善,制度体系不健全,多元主体参与格局尚未形成等诸多现实困境。为实现新时代高校教材的建设目标,应以治理现代化理念引导高校教材管理活动,推动其走向科学化、民主化和法治化道路,明确主体权责,把握管理主线,开展重点监督,完善过程管理,配置政策资源,健全制度体系,搭建协商平台,形成多元治理。

It is well-known that college textbooks are carriers of higher education knowledge transfer and teaching methods,which are significant for promoting connotative development of higher education and implementing the fundamental task of moral education.The purpose of college textbook management is to achieve a balance between supply and demand and demonstrate relationship of supply and demand with policy resources and textbook resources as the core.It seems that colleges'textbook construction is faced with some practical problems such as insufficient implementation of the three-level management system,further improving the process management,imperfect institutional system,and lack of multi-subject partici-pation pattern.In order to achieve the goal of colleges'textbook construction in the new era,it is neces-sary to guide colleges'textbook management activities with the concept of governance modernization and promote it toward the path of scientificity,democratization and legalization.The countermeasures are clari-fying the rights and responsibilities of the subject,grasping the main line of management,and carrying out key supervision.Also,it is essential to improve process management,allocate policy resources and es-tablish a negotiation platform to form a pluralistic governance.
