Measurement and Evaluation on High-quality Industrial Development Level in China

产业高质量发展既是加快构建现代产业体系的有力支撑,也是实现经济高质量发展的有效路径。基于此,文章从价值创造、效率提升、结构优化、动能培育、绿色转型以及福利改善六个维度构建产业高质量发展测度指标体系,对我国产业高质量发展水平进行测度。结果显示:从综合评价来看,考察期内全国、三大地区及省份(天津除外)层面的产业高质量发展水平均呈波动上升态势,并且各地区产业高质量发展水平的差距有拉大倾向,但不存在两极分化现象;从各子系统评价来看,考察期内各子系统均呈上升态势,但在省份之间的发展水平上仍然存在一定的差距和不协调。

High-quality industrial development is not only a strong support to accelerate the construction of modern industrial system, but also an effective path to achieve high-quality economic development. On this basis, this paper constructs a high-quality industrial development index system from the six dimensions of value creation, efficiency improvement, structural optimization, kinetic energy cultivation, green transformation and welfare improvement to measure China’s high-quality industrial development level. The results indicate that from the perspective of comprehensive evaluation, the high-quality industrial development level of the whole country, and three major regions and provinces(except Tianjin) shows a fluctuating upward trend during the study period, with the gap of high-quality industrial development level among regions tending to widen, but no polarization, and that from the evaluation of each subsystem, all subsystems present an upward trend during the study period, but there still exists a certain gap and disharmony in the level of development between provinces.
