构建澜湄流域非传统安全合作协调统一规则的中国方案

China’s Proposal to Build Unified Rules for Non-traditional Security Cooperation in the Lancang-Mekong River Basin

毒品、恐怖主义及与之相关的跨境犯罪是澜湄流域最为突出的非传统安全问题,对澜湄流域的地区安全和稳定带来了极大威胁。在新冠肺炎疫情引发全球安全问题凸显、世界政治格局激烈竞争、地区安全格局深度调整的形势下,中国如何通过制度竞争来应对地区安全挑战,主导澜湄命运共同体建设成为区域发展的重要问题。为此,本文提出了缔结澜湄流域非传统安全合作多边协议的中国方案,并具体阐述了其实现的路径,即依托澜湄合作机制增进政治互信为统一规则搭建平台、推进智能化发展为统一规则建立提供现代技术支持,通过缔约方会议、规则互通、规则协调及规则竞合等创新机制保障流域非传统安全合作统一规则的良性运行。

Drugs, terrorism and related cross-border crimes are the most prominent non-traditional security problems in the Lancang-Mekong river basin, posing great threats to regional security and stability. In the context of sharp security issues brought about by the global epidemic, fierce competition in the world political situation, and profound adjustment in the regional security landscape, an important issue of regional development facing China is how to meet regional security challenges and lead all parties in the basin to realize the goal of a community with a shared future through institutional competition. This paper puts forward China’s proposal to establish a multilateral agreement on non-traditional security cooperation in the Lancang-Mekong river basin and elaborates in detail the path of its realization: relying on the LMC mechanism to enhance political mutual trust to build a platform for unified rules;promoting intelligent development to provide modern technical support for the establishment of unified rules;and ensuring the sound operation of unified rules for non-traditional security cooperation in the basin through innovative mechanisms such as conference of the parties, rules interchange, rules coordination and rules concurrence.
