京津冀协同发展背景下促进雄安新区高端服务业发展研究

在京津冀协同发展深入推进的新时期,雄安新区从起步期单纯的基础设施建设阶段进入承接北京非首都功能疏解与大规模开发建设同步推进的重要阶段,有许多具体问题需要深入研究。雄安新区高端服务业发展属于"疏解—承接"型产业转移发展模式。近年来,雄安新区在高水平基础设施建设、改善生态环境、央企搬迁、提升生活便利化等方面取得了一定进展,对人才和资本等要素吸引力有所提升。今后应落实顶层设计规划,充分发挥央企等领军企业的引领作用,搭建高端产业服务示范平台,制定高端服务业人才优惠政策,重视产业链和产业集群建设,积极培养新型高端服务业。

In the new era of Beijing-Tianjin-Hebei coordinated development, Xiongan New Area has moved from the initial stage of simple infrastructure construction to an important stage of undertaking Beijing’s non-capital functions and promoting large-scale development simultaneously. There are many specific issues that need to be further studied. The development of high-end service industry in Xiongan New Area belongs to the "displacement-undertaking" industrial transfer development mode. In recent years, The Xiongan New Area has made some progress in high-quality infrastructure construction, ecological environment improvement, relocation of central enterprises, and improved living facilitation, making it more attractive to talents and capital.In the future, we should implement top-level design planning, give full play to the leading role of central enterprises and other leading enterprises, build demonstration platforms for high-end industry services,formulate preferential policies for high-end service talents, attach importance to the construction of industrial chains and industrial clusters, and actively cultivate new high-end service industries.
