河北省科技资源共享评价与服务地方创新策略研究

Research on the Evaluation of Science and Technology Resource Sharing in Hebei Province and Its Strategies of Serving Local Innovation

论文分析了科技资源共享服务的影响因素,包括资源集成、服务能力、管理能力、合作联盟。论文以河北省科技资源共享服务为评价对象,建立共享服务绩效评价指标体系,并运用因子分析方法,建立河北省科技资源共享服务绩效评价模型。论文最后从科技资源共享服务地方创新的角度提出对策建议,包括共享需求识别改进、加强平台推广和整合、加强区域平台对接合作、助力科技资源共享平台升级、加强科技资源共享政策法规建设。

This paper analyzes the influencing factors of science and technology resource sharing service,including resource integration,service ability,management ability and cooperation alliance.This paper takes the science and technology resource sharing service in Hebei Province as the evaluation object,establishes the performance evaluation index system of the sharing service,and uses the factor analysis method to establish the performance evaluation model of the science and technology resource sharing service in Hebei Province.Finally,the paper puts forward countermeasures and suggestions from the perspective of science and technology resource sharing serving local innovation,including the improvement of sharing demand identification,strengthening platform promotion and integration,strengthening the docking and cooperation of regional platforms,assisting the upgrading of science and technology resource sharing platform,and strengthening the construction of policies and regulations for science and technology resource sharing.
