2013-2018年某省级疾控中心科研培育专项实施情况分析

Analysis on the implementation of the cultivation fund of a provincial Center for Disease Prevention and Control,2013-2018

目的 了解和分析科研培育专项申报及实施中存在的问题,为提升项目实施效果和管理效率提供思路。方法 整理2013-2018年科研培育专项项目资料,根据项目指南、项目资助、实施与结题情况,采用描述性方法,对资料进行系统分析。结果 2013-2018年共资助项目107项,累计资助金额663.67万元。研究内容以实验室研究较多。项目按期结题率为91.59%,发表科研论文100篇,获批高级别课题9项。结论 科研培育专项提升了青年科研人员独立设计和开展项目的能力,并为申报高级别课题提供了前期研究基础,取得了良好的人才培养和课题培育效果。但仍存在课题设计质量有待提高、产出数量与质量不足等问题。建议深化科研管理信息化程度,完善科研激励体系,开展结题追踪及绩效评估工作,不断完善科研管理制度。

Objective To understand and analyze the problems existing in the cultivation fund,so as to provide ideas for improving the effectiveness of project implementation and management efficiency.Methods Review and analyze the archived documents and data materials of the cultivation fund from 2013 to 2018,and use descriptive method to systematically analyze the information.Results A total of 107 projects were funded from 2013 to 2018,with a total amount of 6 636 700 yuan.Most of the projects focused on laboratory research.Project completion rate on schedule was 91.59%.100 scientific papers have been published,and 9 high-level projects have been approved.Conclusions The cultivation fund has improved the ability of young researchers to independently carry out projects and provided a preliminary research basis for applying for high-level projects,which has achieved good effect of talent cultivation and topic cultivation.However,there are still some problems,such as the quality of project design needs to be improved,and the quantity and quality of output are insufficient,etc.It is suggested to deepen the informatization degree of scientific research management,improve the incentive system for scientific research,carry out post-conclusion tracking and performance evaluation,and continuously improve the scientific research management system.
