贫困山区农村失能老人养老现状与对策——以河北省M县L镇为例

Current Situation and Countermeasures of Providing for Rural Disabled Elderly in Poor Mountainous Areas——Taking L Town,M County,Hebei Province as an Example

在推进脱贫攻坚与乡村振兴有效衔接的进程中,农村失能老人养老问题凸显。M县作为欠发达革命老区,其农村失能老人数量较多。通过对M县L镇的农村失能老人养老现状进行实地调研,结果显示,研究区域的失能老人以家庭养老为主,存在养老金不能保障日常开销;生活照料质量低,医疗条件支撑差;养老院市场化程度低,发展前景迷茫;精神慰藉常缺失,娱乐辅助设施建设不足等问题。提出扩大政府养老经济投入,加强康养机构建设;加强村两委的帮扶力度,引导社会对农村失能老人内心关爱;树立尊老爱老氛围,提高家庭养老质量;建立多元养老服务体系,服务失能老人养老诉求。

In the process of promoting the effective connection poverty alleviation and rural revitalization,the problem of providing for the disabled elderly in rural areas has become prominent.As an underdeveloped old revolutionary base area,M County has a large number of disabled elderly in rural areas.Through the field investigation of the current situation of the disabled elderly in L town,M County,the results showed that the disabled elderly in the study area were mainly family pension.The pension can not guarantee the daily expenses,the quality of life care was low and the support of medical conditions was poor,the degree of marketization of nursing homes was low and the development prospect was confused,spiritual comfort was often lacking,and the construction of entertainment auxiliary facilities was insufficient.It was proposed to expand the government’s in-vestment in pension economy and strengthen the construction of health care institutions,strengthen the assistance of the two village committees and guide the society to care for the disabled elderly in rural areas,establish an atmosphere of respecting and loving the elderly and improve the quality of family pension,and establish a di-versified pension service system to serve the pension demands of the disabled elderly.
