基于价值保护与传承的历史文化村镇评估研究——以某古镇为例

Study on the Evaluation of the Historic and Cultural Villages and Towns Based on Value Protection and Inheritance:Taking an Ancient Town as an Example

在精细化、数字化管理背景下,村镇评估已经成为历史文化村镇持续优化保护管理的有效抓手。本文以历史文化村镇价值可持续保护和传承为目标,梳理挖掘保护流程,分析传承利用的多元模式,提出全要素特色剖析、全过程保护、可持续传承的评估指标体系。指标选取加强与历史文化村镇建设监管的具体工作的衔接,形成操作性强的基础数据库。数据收集与评估过程中注重居民问卷、遥感影像、百度指数等多元数据的支撑,强调定量化、可视化的评估结果分析。同时以某古镇为例,采取问题溯源的形式,分析古镇近期建设管理中的核心问题,并提出资源价值增补重构、人地平衡政策创新、商贸文化品牌创建的发展策略。

Under the background of refined and digital management,evaluation has become an effective way to continuously optimize the protection and management of historical and cultural towns.Aiming at the sustainable protection and inheritance of the value of historical and cultural towns,this paper combs and excavates the protection process,analyzes the multiple modes of inheritance and utilization,and puts forward the evaluation index system of full factor characteristic analysis,whole process protection and sustainable inheritance.The index selection strengthens the connection with the specific work of the construction supervision of historical and cultural towns,and forms the basic database with strong operability.In the process of data collection and evaluation,this paper pays attentions to the support of multiple data such as residents questionnaire,remote sensing image and Baidu Index,and emphasizes the quantitative and visual analysis of evaluation results.At the same time,taking an ancient town as an example,this paper analyzes the core problems in the recent construction management of the ancient town in the form of problem tracing,and puts forward the development strategies of resource value supplement and reconstruction,human land balance policy innovation,and business culture brand creation.
