公共文化服务与经济高质量发展--基于耦合协调度模型的政策启示

Public Cultural Services and High-Quality Economic Development--Policy Implications Based on Coupling Coordination Degree Model

在当前国家提出高质量发展的战略背景下,公共文化成为提高人民生活水平和经济发展质量的重要资源之一。通过构建耦合协调度模型,对中国31个省份的公共文化服务与经济高质量发展水平的协调程度进行研究。研究表明:公共文化服务与经济高质量发展密切相连且总体上呈正相关的趋势,只有当经济发展水平到达一定程度时才能实现公共文化服务与经济质量的协调发展,各个省份间公共文化服务基础设施及其规模、公共文化产品活动的差距是导致公共文化服务与经济高质量发展耦合协调度区域差距的主要来源。

Under the strategic background of"high-quality development"proposed by the state,public culture has become one of the important resources to improve people's living standards and the quality of economic development.By constructing a coupling coordination degree model,this paper studies the coordination degree between public cultural services and high quality economic development in 31 provinces of China.The research shows that there exists close relation between public cultural services and the high-quality development of economy and it generally shows a positive trend.Only when the level of economic development reaches a certain level can the coordinated development of public cultural service and economic quality be realized.The gap of public cultural service infrastructure as well as its scale and public cultural product activities among provinces is the main source of regional gap in coupling coordination degree between public cultural service and high-quality economic development.
