环境规制对长江经济带制造业绿色全要素生产率的影响

The Impact of Environmental Regulation on the Green Total Factor Productivity of Manufacturing in the Yangtze River Economic Belt

环境规制是协同推进经济高质量发展和生态环境高水平保护的关键。利用2012—2020年长江经济带沿线11省市数据,采用SBM模型、Malmquist-Luenberger指数、门限回归模型、工具变量法等模型方法,分析环境规制对长江经济带制造业绿色全要素生产率的影响。研究发现,命令控制型和市场激励型环境规制能够显著提升长江经济带制造业绿色全要素生产率,绿色技术创新和产业结构升级发挥中介作用;环境规制对长江经济带制造业绿色全要素生产率的影响作用具有区域异质性和时间异质性,命令控制型环境规制随着规制强度增加而具有更强的正向促进作用,市场激励型环境规制需要达到一定强度后才能起到规制作用,公众参与型环境规制作用不显著。推动长江经济带制造业绿色转型发展,应加强不同环境规制工具的协调配合,针对长江上中下游地区特点分类施策,构建市场导向型绿色技术创新体系,促进制造业结构优化升级。

Environmental regulation is the key to synergistically promoting high-quality economic development and high-level protection of the ecological environment.This paper uses data of 11 provinces along the Yangtze River Economic Belt from 2012 to 2020,using SBM model,Malmquist-Luenberger index,threshold regression model,instrumental variable regression model to identify the impact of environmental regulation on the green total factor productivity of manufacturing in the Yangtze River Economic Belt.The study finds that command-and-control and market-incentive environmental regulation can significantly improve the green total factor productivity of manufacturing in the Yangtze River Economic Belt,green technological innovation and industrial structure upgrading play mediation effect.The impact of environmental regulation on the green total factor productivity of manufacturing in the Yangtze River Economic Belt has regional and temporal heterogeneity.The command-and-control environmental regulation has a stronger positive promoting effect with the increase of regulation intensity,the market-incentive environmental regulation needs to reach a certain strength before they can play a regulatory role,and the impact of public participation environmental regulation is not significant.To promote the green transformation of the manufacturing industry in the Yangtze River Economic Belt,it is necessary to strengthen the coordination and cooperation of different environmental regulatory tools,implement classified policies based on the characteristics of different regions in the Yangtze River Economic Belt,build a market-oriented green technology innovation system,and promote the upgrading of the industrial structure.
