疫情下中国就业质量评价与稳就业路径探析

摘要 从就业规模、就业结构、收入水平三个方面对我国就业质量的评价体系进行构建,运用熵值法对疫情暴发期间我国31个省(市、自治区)的就业质量及其差异表现进行评价。结果表明,疫情暴发期间,我国就业质量总体偏低,东部、西部各省市的就业质量离散程度较大,呈现出两极分化趋势,其中北京市最好,西藏自治区最差。根据研究结果,提出适度降低经济预期、弥补就业保障漏洞、完善失业预警系统、挖掘数字服务潜力等稳就业的对策建议。 The evaluation system of employment quality in China was constructed from employment scale,employment structure and income level.Entropy method was used to evaluate the employment quality of 31 provinces(municipalities and autonomous regions)in China during the outbreak period.The results showed that the employment quality of China was generally low during the outbreak of the epidemic,and the employment quality of the eastern and western provinces and cities showed a large degree of dispersion,showing a trend of polarization,among which Beijing was the best and Tibet Autonomous Region the worst.Based on the results of the study,countermeasures and suggestions to stabilize employment are put forward,such as appropriately lowering economic expectations,making up for the loopholes in employment security,improving the unemployment early warning system,and tapping the potential of digital services.
