三线建设时期中国集成电路事业建制化的历史考察--以原电子工业部第24研究所为中心

A Historical Investigation on the Institutionalization of China's Integrated Circuit Industry during the Third-line Construction Period--Centered on the 24th Research Institute of the Former Ministry of Electronic Industry

三线建设时期是中国集成电路事业建制化发展的开端。从我国集成电路事业的发展脉络发现,原电子工业部第24研究所(以下简称:24所)的兴起:培育了中国早期集成电路专业研究社群;培养了集成电路的专业科研人员、管理人才与生产人员;创办了国内最早的集成电路专业期刊;通过“开门办科研”,实现了成果转化。三线建设时期,24所的出现标志着我国集成电路事业正式开启了其建制化历程,集成电路的研发成功和投产又代表了集成电路事业在我国完成了建制化。从建制化的动力机制看,呈现出“自上而下的中央统筹”驱动模式特征,反映了国家战略调整对集成电路事业发展的影响,同时亦不能忽视以24所为代表的集成电路人的爱国情怀和奋斗精神是集成电路事业进步的坚实基础。

The Third-line construction period is the beginning of the development of China's integrated circuit industry.From the development of China's integrated circuit industry,it is found that the rise of the 24th Research Institute of the Ministry of Electronic Industry(hereinafter referred to as the 24th Institute)has cultivated China's early professional research group of the integrated circuit industry;It has trained professional scientific researchers,management personnel,and production personnel of integrated circuits;It has founded the earliest professional journal of the integrated circuit in China;Through“opening doors for scientific research,”the transformation of achievements has been realized.During the Third-line construction period,the emergence of the 24th Institute marks the formal opening of the institutionalization process of China's integrated circuit industry.The successful R&D and production of integrated circuits also represent the completion of the institutionalization of the integrated circuit industry in China.As the dynamics of institutionalization is concerned,it is characterized by a drive mode of“top-down central overall planning,”which reflects the impact of national strategic adjustment on the development of integrated circuit industry.At the same time,we may not ignore that the patriotism and struggle spirit of the people in the integrated circuit industry represented by the 24th Institute as a solid foundation for the progress of integrated circuit industry.
