摘要
中华民族的繁衍生息离不开黄河、长江两条“母亲河”的哺育,伟大的先贤豪杰一直将水利工程建设作为利国利民的千秋大业而殚精竭虑。自新中国成立以来国家投入大量人力和物料资源开展水利工程建设,极大改善我国水资源利用能力和环境承载能力。随着我国互联网基础设施和应用技术的飞速进步,信息技术和水利工程建设的深度融合极大地促进我国水利管理能力的提升。文章以“需求推动信息系统建设,技术提升水利管理效能”为切入视角,展开讨论水利信息化管理平台的设计策略,内容涉及系统需求分析、水利信息化管理平台设计与实现等多个维度,并针对部分重点内容进行量化分析与系统建模。
The reproduction of the Chinese nation is inseparable from the nurturing of the two "mother rivers" i.e. the Yellow River and the Yangtze River. The great sages and heroes have always devoted themselves to the construction of water conservancy projects as a great cause of benefiting the country and the people. Since the founding of P.R. China, the state has invested a lot of human and material resources in the construction of water conservancy projects, which has greatly improved the utilization capacity of water resources and environmental carrying capacity in China. With the rapid progress of Internet infrastructure and application technology in China, the deep integration of information technology and water conservancy project construction has greatly promoted the improvement of water conservancy management capacity in China. From the perspective of "demand promoting the construction of information system and technology improving the efficiency of water conservancy management," this paper discusses the design strategy of water conservancy information management platform. The content involves system requirements analysis, water conservancy information management platform design and implementation and other dimensions, and carries on quantitative analysis and system modeling for some key contents.
