Talent Policy Innovation and Improvement of Soft Environment for Industrial Development in Binhai New Area

产业发展,人才是核心。结合我国近年来科技人才发展的总体现状,通过对北京、上海、深圳等地区人才政策进行对比分析,阐述天津市滨海新区在人才引育、产业发展上的优劣势,提出从创新人才引育机制、促进人才有效流动、推动人才载体建设和服务升级几方面释放人才活力,为今后创新人才培养方式、营造良好的产业环境、支持创新创业人才发展等工作提供参考依据。

Talents are the core of industrial development.Based on the overall situation of the development of scientific and technological talents in China in recent years,and through a comparative analysis of the policies of Beijing,Shanghai and Shenzhen,this paper expounds the advantages and disadvantages of Tianjin Binhai New Area in talent introduction and industrial development.It is proposed to release the vitality of talents from the aspects of innovating the mechanism of introducing and training talents,promoting the effective flow of talents,promoting the construction of talent carriers and service upgrading,so as to provide reference basis for innovating the training mode of talents,creating a good industrial environment and supporting the development of innovative and entrepreneurial talents.
