关于天津市科研经费管理工作改革的思考

Thoughts on Reform of Scientific Research Funds Management in Tianjin

近年来,按照国家关于科研经费改革要求,天津市陆续出台了一系列科研经费管理改革政策,科研经费管理权不断下放、激励力度不断加大、科研人员事务性负担不断减少,有力激发了天津市创新活力。随着科技体制改革不断向纵深推进,对科研经费管理提出了新的要求,如何抓住关键性风险问题,进一步破除不符合科研规律的经费管理制度,已成为今后一段时期科研经费改革的重点。结合工作经验,系统梳理了科研经费管理使用中的风险,分析了制度性风险和关键性风险,剖析了政策落实面临的问题,提出了相关政策及工作建议。

In recent years,according to the national requirements on the reform of scientific research funds,Tianjin has issued a series of reform policies on scientific research funds management.The management permission of scientific research funds has been delegated continuously,the incentive force has been increased,and the transactional burden of scientific research personnel has been reduced,which has effectively stimulated the innovation vitality of Tianjin.With the deepening of the reform of science and technology system,new requirements for the management of scientific research funds are put forward.How to grasp the key risks and further eliminate the management system of scientific research funds that does not conform to the rules of scientific research has become the focus of the reform of scientific research funds in the future period.Based on the work experience,this paper systematically sorts out the risks of the management and use of scientific research funds,analyzes the institutional risks and key risks,dissects the problems faced by the implementation of policies,and puts forward relevant policies and suggestions.
