摘要 针对大范围重大自然灾害现场点位多、面积广、地形分散和地质条件复杂的自然条件,聚焦低延时、高带宽、全覆盖和强时效性的应急通信能力需求,开展了交通路网一体化应急通信协同指挥系统研究。基于北斗高精度定位和通信,结合天通卫星通信、宽带卫星融合应用技术,进行空天地一体应急通信网络保障体系设计,实现空、天、地应急通信无缝对接。采用应急移动通信指挥终端群,实现灾害现场应急移动通信,辅助形成快速响应灾后应急预案,支撑灾害现场交通路网运力优化配置和形成应急态势,提升交通运输能力。 In response to the natural conditions of large-scale major natural disasters with multiple locations,large areas,scattered terrain,and complex geological conditions and the requirements of emergency communication capabilities with low latency,high bandwidth,full coverage,and strong timeliness,and traffic network integration research on emergency communication cooperative command system is carried out.Based on Beidou’s high-precision positioning and communication,combined with Tiantong satellite communications and broadband satellite fusion application technology,the air-space-ground integrated emergency communication network guarantee system design is carried out to realize the seamless connection of air,space and ground emergency communications.The emergency mobile communication command terminal group is used to realize emergency mobile communication at the disaster site,assist in the formation of a rapid response post-disaster emergency plan,support the optimization of the transportation capacity of the disaster site traffic network and the formation of an emergency situation,and enhance the transportation capacity.
