The key point of implementing the Strategy for Governing Xizang in the new era is to firmlygrasp the three main lines of security, rule of law and economic development, adhere to the overall national secu-rity concept to ensure the long-term stability of Xizang, comprehensively promote the rule of law in Xizang un-der the guidance of Xi Jinping Thought on the rule of law, and vigorously develop the economy of Xizang underthe guidance of the new development concept.
